GATE, NET and INSPIRE are the three names that decide whether you can apply for a PhD in India. Most people know they need one. Far fewer know that institutes treat them differently, and that a qualification which opens one department is refused by the department next door.
This guide sets out which route qualifies you where, what each one pays, and the rules that disqualify people every year. Every example comes from an advertisement published for the January 2027 session, and the sources are listed at the end.
At a glance
| The main routes | GATE, CSIR-UGC NET, UGC NET, JEST, GPAT, DBT-BET, ICMR, JGEEBILS, NBHM, TIFR-GS, CEED and DST-INSPIRE |
| What a JRF pays | Rs 37,000 a month at the DST rate, rising to Rs 42,000 as an SRF |
| The commonest disqualifier | Lectureship-only in CSIR-UGC NET. Several institutes will not shortlist you with it. |
| The second commonest | A score that has expired. Institutes ask for one valid for the academic year 2026-27. |
| When you may need none | If you hold an MTech or ME, or a high CGPA from a CFTI or NIRF top-100 institute, or you are self-sponsored |
| The rule people miss | INSPIRE on its own is refused at some institutes, including NISER |
The routes, and who takes them
GATE
The Graduate Aptitude Test in Engineering is the main door into engineering PhDs and into many science departments. It is also the broadest: almost every IIT accepts it, and so do the NITs, the IIITs and many national institutes.
GATE is also tied to money beyond the standard fellowship. IIT Kharagpur’s Director’s Platinum Jubilee Excellence PhD Fellowship pays Rs 80,000 a month for two years and then Rs 90,000 to candidates placing in the top 50 of GATE 2026 who join the institute.
Watch the subject code. NISER’s School of Computer Sciences accepts GATE in Mathematics, Computer Science, IT, Electrical Engineering or Statistics. CSIR-CCMB’s LaCONES route accepts GATE in Ecology and Evolution specifically. A GATE score in the wrong paper is the same as no GATE score.
CSIR-UGC NET and UGC NET
The National Eligibility Test comes in two outcomes, and the difference matters more than anything else in this guide. JRF means you have won a fellowship. Lectureship, sometimes written LS, means you qualified to teach.
Many institutes want JRF. CSIR-CCMB states plainly that candidates with lectureship only in the CSIR-UGC NET examination will not be shortlisted for interview. IISER Pune’s Chemistry department for January 2027 requires a valid CSIR-JRF or UGC-JRF, with no alternative.
Some institutes do accept lectureship. NISER’s School of Computer Sciences lists CSIR-UGC-NET with LS or JRF. Read the exact wording for your department.
JEST
The Joint Entrance Screening Test is the physics and theoretical computer science route, used by national research institutes and some IITs. Its reach is narrower than GATE’s. IIT Bombay accepts JEST only for Physics and Biosciences. ARIES accepts it, and so do NISER’s Physical Sciences and Earth and Planetary Sciences schools.
DST-INSPIRE
The INSPIRE fellowship supports strong science graduates without a separate entrance test. It is a real fellowship and it is widely accepted, which makes the exception below so easy to miss.
NISER will not take INSPIRE on its own. Its advertisement says that students holding the INSPIRE Doctoral Fellowship only, without having qualified one of the listed national written examinations, will not be considered for PhD admission. If you hold INSPIRE and nothing else, check each institute’s wording before you spend time on a form.
Elsewhere INSPIRE works well. IISER Pune accepts INSPIRE-PhD for Biology and for Earth and Climate Science. CSIR-CCMB and CSIR-CIMAP both list INSPIRE among the fellowships they accept.
The subject-specific routes
- GPAT for pharmacy. CSIR-IIIM Jammu and CSIR-CIMAP both list it.
- DBT-BET and ICMR for the life sciences. NISER’s School of Biological Sciences accepts both.
- JGEEBILS for biology, also accepted at NISER Biological Sciences.
- NBHM and TIFR-GS for mathematics and theoretical computer science, accepted at NISER Computer Sciences and at IISER Pune for Humanities and Social Sciences in the NBHM case.
- CEED for design, accepted at IIT Roorkee among others.
- ICSSR for the social sciences. NISER’s philosophy and sociology routes accept a JRF or NET from UGC, CSIR, ICSSR or GATE.
What each route pays
The fellowship amount follows the award you hold, and the Department of Science and Technology sets the rates that most Central Government-funded work follows.
- Junior Research Fellow: Rs 37,000 a month
- Senior Research Fellow: Rs 42,000 a month, after two years and an external assessment
At the IITs the institute assistantship pays on the same scale. A Teaching Assistantship is Rs 37,000 a month for two years and then Rs 42,000. A Research Assistantship is Rs 42,000 and then Rs 47,000. ARIES states Rs 37,000 for a JRF and Rs 42,000 for an SRF in its own advertisement.
Our guide to JRF, SRF, RA and Project Associate pay goes through every level, what each needs and what the words “plus HRA” change.
When you do not need any of them
Three situations let you apply without a national test.
You hold an MTech or ME. IIT Bombay applies the national-test requirement to bachelor’s, MSc, MA and MCom holders. A postgraduate professional degree usually sits outside it. IISER Bhopal’s Data Science department says the same: MTech, ME and MS degrees are exempted from GATE, NET and other national examinations.
Your CGPA is high and your institute is well ranked. IIT Mandi’s School of Chemical Sciences sets this out precisely. A BTech, BE or BS from a Centrally Funded Technical Institute, from an institute in the NIRF top 100 overall at the time of application, or from a Himachal Pradesh government institution, needs a CGPA of at least 7.5 on 10 for General and EWS, 7.25 for OBC-NCL, and 7.0 for SC, ST and PwD. A BS-MS or MSc from an IIT, IISER, IISc or IIM, or an NIRF top-100 institute, carries the same bars.
You are self-sponsored. IIT Mandi states that the national examination requirement does not apply to self-sponsored candidates. Two years of professional experience after the qualifying degree is also accepted in place of the test at several institutes.
Six rules that disqualify people
1. Lectureship is not a fellowship. CSIR-CCMB will not shortlist a lectureship-only candidate. Check whether your department wants JRF specifically.
2. Your score has to be current. NISER asks for a score valid for the academic year 2026-2027. An older qualification does not carry over.
3. Your fellowship has to be live when you join. CSIR-CCMB states that the fellowship must be valid by the time of joining in January 2027, and that a valid fellowship is an absolute requirement.
4. Passing is not the same as clearing the cut-off. NISER says the cut-off marks for GATE, JEST, JGEEBILS and CSIR-UGC-NET are decided by each school for its subject area. A pass gets you considered, nothing more.
5. Departments inside one institute differ. At IISER Pune for January 2027, Biology accepts CSIR-JRF, UGC-JRF, JEST, GATE, JGEBILS or INSPIRE-PhD. Chemistry requires CSIR-JRF or UGC-JRF and nothing else. Same institute, same round.
6. The subject paper matters. GATE in the wrong discipline, or a NET in a subject the department does not list, will not be counted.
How to check your own case in ten minutes
- Write down exactly what you hold: the test, the subject paper, the result (JRF or LS), and the year it is valid for.
- Open the advertisement for your department. The institute’s general page is usually less specific.
- Find the eligibility section and read the list of accepted examinations word for word.
- Check whether it says JRF, or whether lectureship is allowed.
- Check the validity year against your scorecard.
- If you are short, look at the exemptions above before you give up. An MTech, a high CGPA from a well-ranked institute, or the self-sponsored route may apply to you.

Frequently asked questions
Can I do a PhD in India without GATE or NET?
Yes, in three cases. If you hold an MTech or ME you are usually outside the requirement. If you have a high CGPA from a CFTI, an NIRF top-100 institute, an IIT, IISc, IISER or IIM, several institutes let that replace the test. Self-sponsored candidates are often exempt. Two years of professional experience is accepted at some places.
Is INSPIRE enough for a PhD admission?
It depends on the institute. IISER Pune accepts INSPIRE-PhD for Biology and for Earth and Climate Science. NISER does not accept INSPIRE on its own and says so plainly: without one of the listed national written examinations, an INSPIRE-only candidate will not be considered.
What is the difference between NET JRF and NET lectureship?
JRF means you have been awarded a fellowship and can be paid from it. Lectureship means you qualified to teach but carry no fellowship. CSIR-CCMB will not shortlist lectureship-only candidates. Some institutes, including NISER’s School of Computer Sciences, do accept lectureship.
What is the JRF stipend in India?
Rs 37,000 a month at the Department of Science and Technology rate, rising to Rs 42,000 as a Senior Research Fellow after two years and an external assessment. ARIES quotes exactly these figures in its January 2027 advertisement.
Does my GATE score need to be from this year?
It needs to be valid for the academic year you are applying for. GATE scores are valid for three years, and institutes ask for one valid for 2026-27 for this round. Check your scorecard’s validity date against the advertisement.
Can I apply with a four-year bachelor’s degree and no master’s?
Often yes, with higher marks. AcSIR accepts a four-year bachelor’s in science or engineering with at least 75% in aggregate, against 55% for a master’s route. NISER and CSIR-CCMB use the same 75% bar for four-year bachelor’s degrees.
Which test should I take if I have not taken any yet?
For engineering, GATE opens the most doors. For the life sciences, CSIR-UGC NET with a JRF result, with DBT-BET and ICMR as alternatives at some institutes. For physics and astronomy, JEST alongside CSIR-UGC NET. For pharmacy, GPAT. For mathematics, NBHM and TIFR-GS alongside GATE.
